Description (Service)	TICO will address a complaint only after the consumer has made an attempt to resolve the matter directly with the travel agency and/or travel wholesale answers consumers' inquiries consumer protection consumer education and awareness registration, inspection, supervision and discipline of registrants investigating and facilitating disputes between consumers and registrants
