Emergency Rescue
Programs that provide emergency rescue operations and/or lifesaving activities for people who are stranded, lost, accident victims or exposed to other life threatening dangers.
Fire Services
Programs that are responsible for preventing, investigating, controlling and extinguishing fires. Activities include fire safety education, firefighting, investigating the causes of suspicious fires, maintaining equipment and trained firefighters necessary for a quick and efficient response to fires when they occur, and enforcing fire codes which protect lives and property from fires and explosions arising from the storage, handling and use of hazardous substances, materials and devices, or from conditions hazardous to life and property in the use or occupancy of buildings or other premises.
911 Services
Programs that operate a telephone response service staffed by trained personnel who assess requests for emergency assistance and dispatch the appropriate emergency response agency (law enforcement, fire, paramedics/EMTs or ambulance services).
Safety Advisories
Programs that issue bulletins to update the public about road or weather conditions, warn them of imminent threats to public health or which otherwise inform them of environmental conditions that are potential safety hazards for people in the immediate area.

Safety Education Programs
Programs whose primary purpose is to make the public aware of the measures that people can take to reduce the risk of fires or accidents in the home, at school, at work, in the air or on the water or while walking, driving or riding as a passenger in a motor vehicle; and/or which provide instructions for preparing for and surviving an accident should one occur. Also included are programs that conduct related safety inspections, particularly in the traffic safety area.

Safety Equipment
Programs that supply equipment that people can use for increased protection while engaging in high risk activities such as working on construction sites; or devices that sound an alarm or facilitate rapid access in case of an emergency.
